Terrorist threats are a violation of Penal Code Section 422.
Any person who willfully threatens to commit a crime which could result in death or great bodily injury to another person, with a specific intent that the statement is made verbally, in writing or by electronic communication, and is taken as a threat, even if not actual intention of carrying out the act exists, is punishable by imprisonment in county or state prison.
